The Muddy Fork Conservancy District was formed in the late 1960’s following two major storm events that resulted in devastating flood damages to Borden and the surrounding area. Four flood control structures were completed in the early 1970’s to provide flood protection for the town of Borden. Over 10 miles of stream clearing and stabilization activities have been completed in the last few years to aid in flood control along the stream

![]() On Saturday, March 28, 2003, approximately 35 local citizens, government representatives and dignitaries braved the cold weather to witness the long awaited groundbreaking for the Muddy Fork of Silver Creek Flood Control Structure #6, near Borden. |

According to Carl Popp, Chairman of the Muddy Fork Conservancy District, “This event was something that many of us have been looking forward to for many years. Starting construction on this structure means we’re one step closer to achieving our long term flood control goals for the community. We have one more structure to build after this one’s done, and then our plan will pretty much be completed.” Carl is one of the original members of the Board of Directors and has served on the board over 35 years. Other members of the Board are Sam Hagest, Richard Dreyer and Larry Paris. |

Rust Construction Company of Seymour began construction of the flood control dam soon after the ground breaking ceremony. However, mother nature was not very cooperative. Workers were limited to one or two good work days a week in between rain showers. However, despite weather conditions, progress was made, and the structure began taking shape. |
